Yes, Portal Farming is now an option in v7, providing on-demand portals ( similar to the Processor On-Demand and Capacity Upgrade On-Demand options from the System/z and System/i platforms ) , as is dynamic Portal deployment ( VMs on-demand ) via WebSphere Cloudburst.
